Editorial and Review Process
Download Paper Latex Template here Download Paper Word Template hereMES Bulletin follows a complete peer-review process. When a paper is submitted, the editor checks it for basic quality. Each paper is then subjected to a plagiarism check. The journals follow a double- blind review process, and there are standards for observing the quality of submissions.
Pre-check
Immediately after submission, this check is initially carried out by the editor to assess:
- Suitability of the manuscript to the journal/section/special issue;
- Qualification and background of authors;
- Reject the low-level papers.
Peer-review
The submissions undergo review by a minimum of two experts in the domain. The reviewers may be either independent reviewers or editorial board members.
The journals follow a double-blind review process.
The reviewers are expected to provide their objective comments for the originality/novelty, methodology and design, datasets, experimentation, presentation and language and contribution to the domain. The reviewers recommend the editors to accept, or accept with major revisions, accept with minor revisions or reject. The detailed comments of the reviewers are forwarded to the authors by the editors.
In the last five years, no single paper is accepted without revision.

MES Journal
The MES Journal accepts papers in soft copy only. You can submit your paper in any format listed below, with Microsoft Word being the preferred format. If your word processor is not listed below, Rich Text Format (RTF) is preferred; you can submit it in ASCII format if it is unavailable. You may additionally submit your paper in PDF format for accurate transmission, but this is optional.
Text Formatting
When preparing your paper, use minimal layout specifications such as columns, font changes, type
size, or page parameters. Italics, subscripts, superscripts, and special characters as needed are best.
See the graphical submission guidelines at the end of this page.
Do not submit your paper in the format of desktop publishing software like QuarkXpress, Ventura,
Pagemaker, or Framemaker, nor in PostScript form.

- HTML
- Microsoft Word (for Windows)
- Rich Text Format (RTF)
- Portable Document Format (PDF) – optional.
Requirements for Submitting Electronic Image Files
Graphic files may be in bitmap or vector format. For bitmap files, high resolution is required. The preferred bitmap formats are:
- TIFF (.TIF)
- PCX
- JPEG (.JPG)
- PhotoCD (.PCD)
- Scitex (.CT)
- GIF
Bitmaps should be at least 300 dpi at final print size (600 dpi preferred). Color images should meet the requirements for grayscale images and be saved in CMYK format. The preferred vector formats are CorelDRAW (*.CDR), Corel Presentation Exchange (*.CMX), Adobe Illustrator (*.AI, *.EPS), and other DRAW-type programs (*.EPS).
Digital Camera Images
Photographs captured using digital cameras should be high resolution with appropriate size settings. The preferred minimum image size is 1,050 pixels wide for a single-column image and 2,100 pixels wide for two-column images. Digital camera images are typically stored as JPEG files and should be submitted in this format.

Artwork Guidelines
All artwork must be cited in the text, numbered, and accompanied by captions. Please provide art credits or copyrights for images. Authors are encouraged to use clear graphics. Photographs should be in TIFF or JPEG format. Screenshots can be in EPS, Sun PS, TIFF, JPEG, or Windows BMP formats.
Print Size
The preferred final print size for images is at least 300 dpi. Images less than 300 dpi will not be clear enough for print form. For screenshots, please see below. As the journal is printed much higher than a computer screen, increase the resolution to avoid bitmapping (blurry or pixelated images).
Screenshots
It is ideal to submit screenshots at 300 dpi. For the best results, use a large monitor, set the screen resolution to high, and capture the full window. This process allows us to edit the screenshot properly.
Digital Camera Images
For digital camera images, the generally preferred image size is 1,050 pixels wide for a single-column
image and 2,100 pixels wide for a two-column image. A dpi of 300 or higher is ideal, with the image
in sharp focus and high contrast.
Embedded images in Word format are not encouraged. Please attach images as TIFF, JPEG, or EPS
files. Images can be in grayscale or CMYK color format.
